My travel agent says it costs $1500, inc. tax & insurance. Seems high. Automatic transmission.

well depends when? during the summer months and during the Jewish holidays, there is a huge demand for rented cars so expect to pay premium prices.
also if u r a tourist (don't have an Israeli passport) u don't pay tax for rentals.u must show them the entry visa when renting the car to qualify for the discount.
also the price fluctuates depending of the type of insurance u take.also i assume u r older then 26?
take into account that mini vans are considered a luxury car in Israel so renting them is much more then a 4 /5 seater car.
one other thing, the price that your travel agent quoted you is very fair as i have just checked Avis Israel for you and this is what came up
